Spam Prevention

Some player today on my server went on and spammed in ooc something over and over, it wasn't like "Shift Up Arrow / Enter" type spamming it was like 1000 ooc in under a few seconds type spam and it lagged the entire server out... Would be cool if someone could write code that would detect this and instantly kick with the option to ban... I'm not a coder type myself but figured I would mention that. But i know it was an MQ2 script...
