Default Creatures don't attack

I'm running a server with the PEQ db, and even though creatures cons red and "Ready to attack" ... it doesn't. I can walk up to any and all creatures in the game, no matter how they con, and they won't attack or assist each other. My GM flag is turned off as well.

Log on to the "Clown" server to get an idea of what I mean.

I checked the database and the faction / agro ranges are set.

Thanks for the responses. I did copy them over originally, but at some point I decided to redo the installation and forgot to copy them over again, hah.
