Can someone please tell me where I can get this file? or how to make it?
I don't have it in the directory and I downloaded the newest 6.3dr.

it is just a bat file that runs five zones. It looks like this:

start zone . YOUR_EXTERNAL_IP 8003 localhost
start zone . YOUR_EXTERNAL_IP 8002 localhost
start zone . YOUR_EXTERNAL_IP 8001 localhost
start zone . YOUR_EXTERNAL_IP 8000 localhost
