If you tried using "sub_EVENT_SAY" then that would be one problem, you have to remove the underscore between sub and EVENT. So, "sub EVENT_SAY" is what it should look like, and without the quotations...

Well, please delete this post!

I figured it out.. I had 2 eqemu folders, 1 of which I am not using, and apparently the quest editor is.. so now I just need to drag the quests into their correct folder in my new eqemu folder....
